soak dried chiles in hot water.
drain chiles and transfer to a blender (reserve soaking liquid). add honey, vinegar, garlic, and spices.
process chile mixture until mostly smooth.
stream in reserved soaking liquid until a smooth sauce is formed.
combine chile sauce and pork in a Dutch oven.
bring to a boil; cover and transfer to oven.
cook until pork is tender; let rest 10 minutes.
